Description

This case examines Morocco’s initiatives to move from fossil fuel dependency to leadership in production of several types of renewable energy. This comes in the context of global concerns about climate change and the United Nations Sustainable Development Goals. The case presents a detailed picture of Morocco’s clean energy options and investments and explains how the country became a global leader in clean energy production and export. Blue ocean strategic planning—involving a new market space where demand is created and managed—may be useful to Morocco to achieve its ambitious goals for energy independence and sustainability.

Students will explore the different perspectives of stakeholders in Morocco’s clean energy industry and then take on the role of business consultants advising the government on how to develop a blue ocean strategy for the next ten years. Understanding stakeholders’ points of view will sensitize students to the tasks of government in building and managing an industry to achieve the nation’s sustainability goals.

Teaching Objectives

After reading and discussing the material, students should:

  • Analyze Morocco’s portfolio of competitive advantages arising from geographic location, climate, natural resources, and national priorities.
  • Define Morocco’s leadership role in promoting clean energy sustainability.
  • Characterize Morocco’s strategic vision and assess how it aligns with global sustainability goals and effective transition to renewable energy sources.
  • Analyze the role of government agencies in policy development and implementation.
  • Evaluate economic impacts, identify opportunities, and assess risks for Morocco in the clean energy sector, including with public-private partnerships and foreign investment amid fast-paced technological innovations.
  • Develop a comprehensive set of blue ocean strategy recommendations for coordinating growth and development of Morocco’s clean energy sector over the next ten years, considering strategic, operational, economic, technological, financial, competitive, and marketing challenges.
